מאמר זה עוסק בהשפעת הפיקוח החוץ-מוסדי על מרחב הפעולה של הצבא. הפיקוח החוץ-מוסדי הוא פעולה של שחקנים מחוץ לביורוקרטיה של המדינה – על-פי-רוב קבוצות-אינטרס, תנועות חברתיות וארגונים אחרים הפועלים במרחב הציבורי – שמטרתם להתמקח עם הצבא ואף לרסנו, אם ישירות ואם באמצעות מוסדות המדינה האזרחיים. במאמר אטען כי לפיקוח החוץ-מוסדי יש שתי תוצאות מנוגדות: מצד אחד, הוא מצמצם את האוטונומיה של הצבא, ולא אחת אף מביא לידי שכלולם של כלי הבקרה המוסדיים; אך מצד אחר, הוא עלול להחליש את השליטה האזרחית בצבא, ככל שהוא מגבש הסדרי בקרה א-פורמליים, וככל שפעילות-יתר בזירה הציבורית מובילה לדיאלוג ישיר של הצבא עם גורמים אזרחיים, באופן העוקף את המערכת המוסדית הפוליטית. הפיקוח החוץ-מוסדי עלול אף להחליש את התשתית לאתגורה של החשיבה הצבאית, ככל ששיח הבקרה מתמקד בצבא כארגון, ולא במטרות הפוליטיות שהוא משרת.

The Extra-Institutional Control of the Military: Between Restraint of the Military and Enhancement of Military Thought

Abstract

This article focuses on extra-institutional control of the military in Israel. Extra-institutional control refers to actions generally taken by non-bureaucratic actors (mainly social movements and interest groups) who are active in the public sphere in an attempt to bargain with the military or restrain it, either directly or through civilian state institutions. Arguably, extra-institutional control may lead to two contradictory results: it restrains the military, narrowing its professional autonomous space which often leads to the enhancement of institutional mechanisms. At the same time, this mode of control may also weaken civilian control because of its contribution to three mechanisms: (1) the shaping of informal arrangements of control; (2) over activity in the public sphere with regard to military issues that may encourage a direct dialogue between the military and the public in a manner that bypasses the institutional system; and (3) focusing the discourse about control on the military as an organization rather than on the political goals it serves, thereby undermining the grounds for challenging the military thought.
